The preheat beep usually means the air inside the oven has reached the set temperature. The walls, racks, and floor are still catching up, and they are what keep the heat steady once you open the door.

Give it another 15 minutes after the beep for roasting, and longer for bread on a stone or steel. An inexpensive oven thermometer will tell you whether your oven runs hot or cold. Many run off by more than you would guess.
